The range of offences can be enforced by a thinking officer, while photo radar enforces one infraction well after the fact. People who get a photo radar ticket don't slow down even on their way hame from getting the ticket.
Saskatoon's traffic enforcement has long been focused on speeding, which is probably why we see so many other violations. Our focus on speeding enforcement hasn't solved the problem, and now our own police chief, who is scared to be a pedestrian in our city, suggests we enhance our efforts to enforce speeding!
We need a better more original approach to enhanced traffic safety and if we keep focusing on one violation, we may need to ask if we really have the right police chief

I think we should have photo radar in place for two solid reasons:
1) Photo radar can be operated by certified Special Constables that receive about 50% the salary of a regular officer. (Saves money)
2) EVERYONE gets a ticket who is speeding, not just those that get caught and discretion is removed from that equation. It is VERY fair!
Red light camera's are not the same, they are truly a cash grab. Instead of fixing an obvious problem with timing and sensor activated light changes, the city exploits the problems and makes huge money off of them.
I would completely endorse photo enforcement if a) vehicle insurance prices went up as a result of the registered owner receiving photo enforcement tickets, and b) the city engineered the lights to work together, INCLUDING PEDESTRIAN LIGHTS (idylwyld drive @ 21st and Idylwyld at Kelsey, two examples of throwing a wrench in the system). Traffic gentling as they call it, is a huge reason why people violate, THEY ARE MAD!

I think the city should look at synchronizing the traffic lights first. I believe people speed so they can make the next light.

Cash grab or syn tax. Call it what you will. The more people speed, the less tax I need to pay (or more likely, the more service I will get).
Although I agree about the chief. If he's afraid to be a pedestrian in the city, I'd like to hear what he'd like to do about it.
